Parliament Live Updates: Amid uproar, the Rajya Sabha Wednesday passed the Government of National Capital Territory of Delhi (Amendment) Bill, 2021. The Bill, which has already been passed by the Lok Sabha, seeks to enhance the powers of the Lieutenant Governor (L-G) of Delhi. It has already been passed by voice vote in the Lok Sabha.

Opposition parties, including the Aam Aadmi Party, opposed the Bill saying that the proposed legislation was unconstitutional and demanded that it be referred to a select committee for scrutiny. However, in reply, MoS Home G Kishan Reddy said the amendments were in “no way undemocratic”.

Several parties including the Congress BJD, YSRCP and Samajwadi Party also opposed the Bill and staged a walkout.

Meanwhile, the Lok Sabha cleared the National Commission for Allied and Healthcare Professions Bill, 2021 and the Juvenile Justice (Care and Protection of Children) Act, 2015. While the healthcare bill aims to establish a statutory body or commission that frames policies and standards, regulate professional conduct and qualifications for allied healthcare professionals, the Juvenile Justice Bill seeks to strengthen the provisions relating to protection and adoption of children.

The Rajya Sabha was adjourned twice Tuesday after the Opposition benches protested against the Government of National Capital Territory of Delhi (Amendment) Bill, 2021, which seeks to give more power to Delhi Lieutenant Governor. Meanwhile, the Aam Aadmi Party has sought the support of all opposition parties requesting them to oppose the bill in Rajya Sabha.

The Hose also returned appropriation bills for Jammu and Kashmir and Puducherry for the financial year 2021-22. These bills have already been passed by the Lok Sabha.
